If not rigged up dev board (Arduino/STM Discovery etc.,) then one fairly easy way, at least hardware-wise, is a Cypress FX2, which is essentially an 8051 with a USB interface. They're 5V tolerant, and you can upload code to them over USB. From memory, one of these is essentially the hardware used in a lot of 'affordable' logic analysers, particularily clones of the Saleae Logic one. Downside, of course, is that the process is the somewhat arcane 8051.

The QL has more than a number of dedicated consoles eg., Amstrad GX4000, Nintendo Virtual Boy, Apple/Bandai Pippin.
The reason the seller is calling it a console is more likely either that it plugs into the TV (and computers haven't for about 20 years now) and/or, that it's "a flat surface that contains the controls for a machine, for a piece of electrical equipment, etc."
